The event planning guide to understanding the risk, educating Monarchs on event management, and empowering students to make the right choices!

Did you know:

  • The average number of drinks consumed per week by ODU students is 3.4 drinks compared to the national average of 4.6 drinks with 61.4% of ODU students drinking responsibly, consuming no more than 4 drinks in one sitting (CORE, 2013).
  • 89% of students stay with the same group of friends the entire time they are drinking (NCHA, 2011).
  • 82% of ODU students use a designated driver (NCHA, 2011)
  • 70% of ODU students keep track of how much they are drinking (NCHA, 2011).

Before the event:

Register your event by completing theÌýÌýto make sure you have the resources in the event you need assistance.

  • Parties must be registered at least 3 days in advance.

Contact Neighboors BeforehandÌýto make them aware of the event.

Designate Sober MonitorsÌýto manage the party, control attendance, monitor the entrances, and ensure guests get home safely.

During the event:

Be Proactive in preventing sexual abuse.ÌýMake sure bedrooms are closed off. Intervene to prevent a situation from escalating into sexual assault when necessary.

Pace, its not a race.ÌýLimit and pace alcohol consumption, prevent common containers such as kegs, choose BYOB.

Provide food for your guest.ÌýEnsure that food is readily available to all guests.

Control the Volume.ÌýHave sober monitiors control the noise level and manage the party. Should the police come to the event, stay calm, be polite and cooperative, and step outside to discuss the situation.

If a Medical Emergency Arises, Call 911.ÌýMedical amnesty policy will protect you if you are focused on getting help for the victim.

After the event:

No Outside Beverages.ÌýDo not let guests leave with an open container.

Get Everyone Home SafelyÌýby making sure everyone has a ride and that those who have consumed alcohol not drive.

Clean upÌýthe house and surrounding area during and after the event.

What is a Bystander?

´¡ÌýbystanderÌýor witness is someone who sees a situation and may or may not know what to do, may think others will act, or may be afraid to do something.

Bystander Intervention

  • Notice the event that may require action.
  • Consider whether the situation demands your action.
  • Decide if you have a responsibility to act.
  • Choose what form of assistance to use.
  • Understand how to implement the choice safely.
  • Don't hesitate to call 911 for help if needed.

What is Sexual Consent?

Sexual Consent:ÌýThe act of knowingly, actively, and voluntarily agreeing to engage in sexual activity.

Sexual ConsentÌýisn't just about asking if someone wants to have sex; it involves asking about specific physical interactions, every step of the way. The answer must be respected in every circumstance. Consent must be a clear and engaged "yes".

Class 1 Misdemeanor:

Virginia Fake ID Law:Ìýpossesing, selling, distributing, or using a fake ID.

Under Purchase or Possession:ÌýIllegal for anyone under twenty-one to purchase or possess any alcoholic beverage. Offenders could lose their driver's license for up to one year and face a minimum fine of $500 or mandatory minimum of 50 hours of community service.

Class 4 Misdemeanor:

Virginia Open Container Law:ÌýHaving an open container while driving a motor vehicle or possessing one in public.

Virginia Public Intoxication:ÌýProfane swearing and intoxication in public resulting from alcohol or any intoxicant drug.

City of Norfolk Fines

Accumulation of Solid Waste:ÌýFine up to $2500/day and/or 12 months in jail.

Public Nuisance:ÌýFine up to $1000/day and/or 6 months in jail.

¸é±ð´Ú³Ü²õ±ð:ÌýFine up to $500/day.

Vehicles Improperly Parked:ÌýFine up to $250/day.

An enrolled student can register their off-campus party. The party must be within the jurisdiction of ODU Police Department. ODU PD will contact you prior to your event, meet with you, and exchange pertinent information and phone numbers. If you receive a complaint, ODU PD will contact you with a sound warning about the noice levels.

If you register a party,Ìýyou are responsible for:

  • Providing accurate contact and phone number for police.
  • As host, be on-site and available the entire duration of the party for any issues.

ODU Police Department is responsible for:

  • Contacting you prior to the event.
  • If a noise complaint is received by Dispatch.
